Still a key to new ways of thinking for public managers

Mark Moore postulates creating public value as a mode of practical reasoning and an alternative way of conceiving of the public policy challenge in relation with the public administrative enterprise. Moore offers a notion of strategic management in government as a way of linking the traditional study of ends in public policy with the traditional study of means in public administration. Moore postulates a strategic triangle, arguing that a useful conception of public value can be envisioned by managers if they integrate (1) substantive judgments of what would be valuable and effective (2) a diagnosis of political expectations (and legal parameters) and (3) hard-headed calculations of what is operationally feasible. The text articulates ways of thinking about and enacting public value in government, considers approaches and techniques for managing upwards toward politics and downwards toward organizational operations in relation to a wide variety of case studies, and concludes with a consideration of what consciousness or temperament is required of public managers if they are to be successful in managing, effectively and democratically.
The text is exceptionally well-written and is equally accessible to undergraduate students, graduate students, and practitioners. It remains a fundamental resource and an invaluable key to new ways of thinking for policy makers and administrators today.

Excellent and comprehensive

An excellent overview of the public manager as a creator of value. Moore does an excellent job drawing parellels to the private sector to illustrate how public managers need to address the needs of their consumers by creating value. The only downside of the text is the high level style of the writing, which sometimes makes it difficult to follow.

Strategist and Technician

This book is an excellent source for practising public managers and academics and students who interest in public administration. As time passed, people, their representatives and public managers change or need to change their paragigms. Moore indicates the reason why public organizations must change. Organizational posture and position always must be in accordance with external environment. From the perspective of Moore, public managers must move away from the technicians that work to realize the goals imposed by elected officials with the maximum efficiency to the strategists that analyze the environment and find new ways for creating more value for people. This does not mean bureaucrats are completely free and can think and do whatever they desire. We know this situation points to the demolishing of the democracy. But Moore stresses that public officials must be made accountable for the results and all the time they must be oversighted by citizens, representatives, press, interest groups and public at large. This book is not a How-to-do guide. But we can adapt the principles proposed to the unique circumstances of our organizations.

About the Author

Steven Cox earned his B.S. in psychology, M.A. in sociology, and Ph.D. in sociology at the University of Illinois in Urbana/Champaign. Dr. Cox was a member of the Law Enforcement and Justice Administration faculty at Western Illinois University from 1975 to 2007. For the past 45 years he has served as trainer and consultant to numerous criminal justice agencies in the United States and abroad and has worked with several universities in the area of course development. In addition, Dr. Cox has authored and co-authored numerous successful textbooks and articles.



Jennifer M. Allen is a professor and department head of criminal justice at�the University of North Georgia. She holds a Master of Science degree in administration�and a doctorate in sociology. Prior to entering academia in 2008, she worked with�delinquent juveniles and those victimized by abuse and neglect. Dr. Allen has published�in the areas of restorative justice, juvenile delinquency and justice, youth programming,�and policing administration and ethics. She teaches courses in juvenile�justice, criminology, research methods, administration of criminal justice, family violence,�corrections, and introduction to criminal justice at the graduate and undergraduate�levels. She is also a coauthor of Juvenile Justice: A Guide to Theory, Policy, and�Practice (Sage, 2014, 8th ed.), with Steven Cox, Robert Hanser, and John Conrad.



Robert Hanser is the Associate Director of the School of Social Sciences and the Coordinator of the Department of Criminal Justice at the University of Louisiana at Monroe. Dr. Hanser has an extensive background in treatment provision and administration. He sits on the 4th Judicial District's Youth Services Planning Board and also serves on regional advisory councils and community boards related to juvenile services for substance abuse and mental health treatment programming. He is a National Certified Counselor, a Licensed Professional Counselor in the states of Louisiana and Texas, a Licensed Addiction Counselor, and a Certified Anger Management Therapist.



John J.Conrad served as chair of the Department of Law Enforcement and Justice Administration at Western Illinois University and was very active in the department, university, and surrounding community. After teaching for more than 30 years, he is now retired and enjoying his time traveling throughout the United States.

Really Good Book

I bought this product for a criminal justice course. It arrived as described and served the purpose as noted. I have not complaints. I kept the book instead of reselling it because it is a great resource. You do have the internet, but I am old school and love the hard reference.

About the Author
Deanne A. Crone, PhD, is Research Associate at the Center on Teaching and Learning at the University of Oregon. She has directed several research and training grants that address behavior disorders, positive behavior support, and functional behavioral assessment. Dr. Crone has presented her work on function-based support locally, regionally, and nationally, and has conducted workshops with a variety of professionals, including school psychologists, administrators, teachers, and paraprofessionals. With Leanne S. Hawken and Robert H. Horner, she is coauthor of Responding to Problem Behavior in Schools, Second Edition.

Leanne S. Hawken, PhD, BCBA, is Professor in the Department of Special Education at the University of Utah. She is a recipient of the College of Education Research Award from the University of Utah. Her research focuses on positive behavior support, including schoolwide behavior support, targeted interventions for students at risk, and functional assessment/behavior support planning for students engaging in severe problem behavior. She frequently leads presentations and workshops on Check-In, Check-Out and positive behavior interventions and supports. In addition to over 20 book chapters and journal articles, she is coauthor of Building Positive Behavior Support Systems in Schools, Second Edition; Responding to Problem Behavior in Schools, Second Edition; and the training DVD Check-In, Check-Out, Second Edition: A Tier 2 Intervention for Students at Risk.�

Robert H. Horner, PhD, is Professor of Special Education at the University of Oregon and Director of Educational Community Supports, a research unit within the College of Education that develops and implements practices resulting in positive, durable, and scientifically validated change in the lives of individuals with disabilities and their families. Dr. �Horner’s 35-year history of research has focused on applied behavior analysis, stimulus control, instructional technology, positive behavior support, and large-scale system change.
